Patients should be able to see consultants in GPs' surgeries rather than waiting to be referred to hospital, an influential report will recommend next week. Creating a new post of community specialist consultant could mean conditions such as diabetes and heart disease are treated faster and help prevent complications, the study by the NHS Alliance will say.
