The Government is to back down from introducing strict curbs on stem-cell experiments after a plea by scientists. Leading researchers expressed fears that the Human Fertilisation and Embryology Bill would delay potentially life-saving research by making it necessary to have the explicit consent of donors before any tissue could be used to create cloned embryonic stem cells. The Bill, which will receive its third reading in the Lords on Monday, would have banned access to most of the tissue banks which provide a library of the genes that contribute to serious disorders.
