At least a dozen NHS trusts are building up debts, despite improvements in financial management across the NHS, an official review has found. Although the health service is about to generate a £1.75billion surplus this year, 20 NHS trusts across England are falling below the minimum standards on management of their budgets required by the Government, according to the review of performance in 2007-08 by the Audit Commission.
