David Nicholson is the first to admit that he is not a typical Whitehall mandarin. The plasterer’s son, from Nottingham, has too many rough edges to be mistaken for a “Sir Humphrey” from the school of Yes, Minister. He is blunt, prone to choice language, and quick to make a joke, often at his own expense.
