One in four adults in England will have to undergo checks to ensure they are suitable to work with children. Anyone seeking work in education, health, leisure or any business where they would come into contact with under-16s must register with the Independent Safeguarding Authority from October next year. Including volunteers, an estimated 11.3million people in England will have to register. Most will have to pay £64 towards the £84million cost of setting up the database, which was proposed following the Soham murders.
