MERSEYSIDE Chief Constable Bernard Hogan-Howe called for “means testing” communities before off-licences are allowed to be opened. Mr Hogan-Howe said gangs of youths went round Liverpool off-licences looking for the cheapest deals and lone workers who could be intimidated into selling the alcohol.
