CHILD neglect is the subject of a special conference in Cheshire tomorrow (Wednesday, April 16). One of the key note speakers is Lord Laming who was chairman of the statutory independent enquiry into the death of Victoria Climbie, the little girl whose injuries and scars were described by a Home Office Pathologist as “the worst case of child abuse I’ve encountered”.
