The Government claims to be in earnest about putting an end to the scandalous misuse of incapacity benefit. Successive administrations have been aware for many years that these payments frequently become a route to lifelong welfare dependency and that many of the debilitating conditions for which they are claimed, such as "depression" and "stress", are actually by-products of that dependency. But however seriously ministers may profess to take the problem, they are showing little political courage in tackling it.
