I'm afraid the article is wrong to state "Most people can make enough vitamin D in the summer to last them through the winter months."

http://www.ajcn.org/cgi/content/abstract/85/3/860 shows that most UK people DO NOT get sufficient vitamin D3 from sunshine plus supplements plus diet. At the peak of summer our levels average70nmol/l significanly below the 80nmol/l needed for optimal calcium absorption/excretion or achieve the 72% lower Colon cancer risk shown recently in the Freedman study.
In Winter we average around 40nmol/l from November to the end of March.
The advice that sun exposure can provide all the vitamin D3 you need is true BUT only if you sunbathe nude for 20-30 minutes when your shadow is shorter than your height. That would generate 4000iu.
You would have to allow time for the skin to cool and the Vit D3 near the surface of the skin to be absorbed before repeating the process a couple of times needed to store the 10,000iu/daily you require to build up a sufficient status 130nmol/l to enable you to get through the winter without dropping below 80nmol/l.
