Patients will be able to find out precisely what treatment they are entitled to for all conditions under an NHS "constitution" proposed by the Conservatives. The plans are at the heart of a Tory manifesto to make the health service more accessible, accountable and responsive to patients' needs. Andrew Lansley, the shadow health secretary, yesterday unveiled an NHS (Autonomy and Accountability) Bill that would be introduced as one of the first acts of a Conservative government.
