There have been some low moments in parliament over the past 11 years, but few so low as today. For this afternoon the human fertilisation and embryology bill is debated for the last time by MPs - and what might well have been the moment when abortion became easier and quicker is instead to be marked by what looks suspiciously like a cave-in to a small group of anti-abortion MPs from Northern Ireland.
