Taxpayers face an extra £3.5bn a year bill to fund a two-tier pension system that gives public sector workers vastly superior retirement benefits to those working in private companies. Research from pensions adviser Ros Altmann shows civil servants, teachers, NHS staff and the Armed Forces are, on average, paying lower National Insurance (NI) than others. They also tend to retire earlier.
