PLANNING officers have recommended that proposals to establish a mental unit in Widnes should be refused on the grounds it will increase the fear of crime. A planning application from Velocity Healthcare – a subsidiary of original developers Montpellier – to use the newly-constructed site at Bennett’s Lane as a secure psychiatric unit is set to go before the council’s development control committee on Monday, September 15.
