An angry mother and local GP has accused health managers of operating a postcode lottery because they will fund only one cochlear implant for her profoundly deaf child. Hampshire Primary Care Trust is allowing one implant at the cost of £33,000 for 11-month-old Ellie Wheatley, from Winchester in Hampshire. But the trust will not fund the extra £18,000 discounted device for the toddler's other ear.
