An NHS hospital that opened less than five years ago under the government's private finance initiative was censured by health inspectors yesterday for unacceptably poor hygiene. The Healthcare Commission found soiled commodes, bloodstains on bed rails and thick layers of dust in wards at Princess Royal University Hospital in Orpington, Kent. It issued the hospital with an "improvement notice", a rarely-used procedure reserved for the most serious breaches of the government's hygiene code.
