Make junkies pay for hospital treatment - The Telegraph 12th January 2008

As our smug and incompetent Government basks in the glory (as it sees it) of the National Health Service, in its 60th anniversary year, there is much debate about how efficiently this apparently vital organisation is run. Ministers and officials have been thinking aloud. There have been suggestions that those who inflict wounds upon themselves by drinking, smoking or eating too much might have to be pushed down the NHS's list of priorities.
