The NHS is holding thousands of people with learning disabilities in bleak accommodation with scant regard to their human rights, inspectors warn today. The Healthcare Commission said in its report that more than 4,000 adults with Down's syndrome and other disabling conditions are living in hospitals, treatment centres and secure facilities in England. It found inadequately trained staff failed to provide stimulation or the opportunity to make simple, everyday choices.
