The interim review of the NHS by surgeon-minister Lord Darzi intensified the debate about whether the NHS must be run top-down or managed (better?) on the back of new expressions of local priorities; competition between providers was mentioned but tangentially. The newly-minted politician set out a health innovation council, costing £100m, with himself as champion. It is to draw together academics and leading industry figures, "to help the NHS develop and deploy hi-tech health care such as medical devices and diagnostics".
