THE Department of Health (DH) has issued important guidance, Establishing the Responsible Commissioner, for deciding which primary care trust (PCT) is responsible for paying for the secondary care of individual patients, building on regulations passed in 2003. It is essential reading for all those involved in providing NHS care in placements away from a person’s usual home, or in providing care for the more transient members of society.
